Otto undergoes emergency surgery after severe chopping at prison Saturday

POINTE BLANCHE–Murder suspect Devon Otto underwent emergency surgery at St. Maarten Medical Center (SMMC) after being severely chopped about the body between 9:30 and 9:45am on Saturday at the Pointe Blanche prison where he was incarcerated on a thirty-year sentence.
Prison Director Edward “Tony” Rohan told The Daily Herald on Sunday that the injuries Otto had sustained were “very serious,” but noted that the surgery had been successful.
Otto had sustained chops to his head, arms and legs. Witnesses who saw him being rushed into the Emergency Room mid-morning Saturday, said it was a gruesome sight as “there was blood everywhere” and his flesh had been hanging from his skin on his hands indicating deep wounds.
Rohan said Otto had been returning from taking fresh air when two inmates saw an opportunity and attacked him and started chopping him with “self-made” machetes. He said two weapons had been uncovered, but only one had blood. The incident occurred on the outer part of the wing. “He was very seriously chopped up. It was pretty heavy, to make a long story short,” Rohan said.
The two persons who were involved in the incident were detained immediately and are now being held at the police station as investigation into the incident continues. Rohan declined to name the two suspects, but indicated that one of the men was preparing to be released as early as next month.
Asked what the prison would do to see to it that such an incident does not recur, Rohan said security would be beefed up, but he noted that the situation was difficult, as the facility is facing issues such as staff shortages. “We are taking a lot of measures at the prison. Some people say it doesn’t seem so, but we have a small prison and every day we try to move prisoners because one cannot be in contact with the other and it’s sometimes a big puzzle.”
“We will tighten the security more and hope that this doesn’t happen anymore,” he said. “Everyone knows that we are short-staffed as well and there is a lot of work that we have to do with a small amount of people.
“As prison director you are responsible for all these people, including staff, and it’s very, very difficult. You try to protect everyone and ensure that everything goes safe and that’s why we are talking with everyone to get a new prison and something bigger to be able to separate prisoners from each other.”
He said Otto had encountered problems in the prison system here as well as in Curaçao before and had been sent to The Netherlands. He was brought back to St. Maarten for his trial, but as soon as this is over he will be sent back to a high security prison facility in The Netherlands. Rohan said he had already had discussions about this with former justice minister Roland Duncan.
Otto is serving a 30-year sentence for the March 2008 murder of Census Office employee Stanley Gumbs, attempted murder of Louis “Sticky” Richardson in 2008 and for robbing three American tourists that same year. He is appealing an unrelated nine-year conviction for a shooting at a prison in Curaçao.
Otto’s unruly behaviour following his incarceration at the Pointe Blanche prison prompted prison authorities to move him to a prison in Curaçao. While in prison there Otto used a Smith and Wesson .38 calibre handgun to shoot fellow inmate Lysandro Alvin Kani, hitting him in his left eye, neck, chest and arm, while another shot hit an artery in the right upper leg of inmate Steven Ansel Servanie. This occurred on September 13, 2011.
The court sentenced Otto for attempted murder of Lysandro Kani, for attempted manslaughter of Steven Servanie and for firearm possession. He was sentenced for these incidents, but is appealing the conviction.

There were at least three fender benders on Saturday, and even more near misses, as tempers flared around the now non-functioning stoplight at the Prins Bernhard bridge. The stoplights have been out for almost ten days, and no one seems to have any information as to why they are not working and when they will be repaired. It is the only functioning stoplight in Dutch St Maarten, and there have been several near misses, by people who do not know that the lights have not been working. People have been getting out of their cars and arguing at the bridge, but it seems that the drivers and pedestrians or not at fault, many are unaware that the traffic lights are malfunctioning. Updates will be given, on when the lights will be working again.

According to the latest update from the National Hurricane Center (NHC), issued at 11:00 a.m. PST, a system off the coast of Mexico that, as of Thursday had barely been a tropical depression, has since been upgraded to full-fledged Tropical Storm Erick.

Erick is located approximately 135 miles south of Lazaro Cardenas, Mexico and approximately 240 miles south-southeast of Manzanillo, Mexico. The storm is moving to the west-northwest at approximately 12 mph and is expected to continue on this course for the next 24 to 48 hours. Forecasters say the center of Erick will move parallel to the shore but remain off the southwestern coast of Mexico.
Maximum sustained winds have increased to around 65 mph, with higher gusts being recorded. Tropical storm force winds are currently extending outward up to 90 miles from the center of the tropical storm, which is expected to increase in strength and be upgraded to a hurricane by Saturday.
A tropical storm warning is currently in effect for Zihuatanejo, Mexico to La Fortuna. As such, tropical storm conditions are expected in the affected area within the next 36 hours.
A tropical storm watch is in effect in Mexico west of La Fortuna to Cabo Corrientes. Residents in this area are advised that tropical storm conditions may develop in the area and that they should prepare for this possibility.
The NHC warns that hazards affecting land include rainfall and wind.
Forecasters anticipate Erick will drop approximately 3 to 5 inches of rain over southwestern Oaxaca, southern Guerrero, southern Michoaca, Colima and southern Jalisco. It’s possible that in some areas, isolated maximum amounts of rainfall accumulations may reach or top 8 inches. Be advised that these rains may cause potentially life-threatening flash floods and mudslides.
In terms of winds affecting the Mexican coast, tropical storm conditions are expected to spread westward across the aforementioned warning area on Friday and through Saturday. By late in the day on Saturday, tropical storm conditions are possible west of La Fortuna.
The NHC is slated to release its next public advisory on this storm at approximately 2:00 p.m. PST. Stay tuned for continued coverage.

POLICE DETAIN THREE, ONE STILL AT LARGE IN CAR CHASE IN ST PETERS. SHOTS FIRED

Police detained three young men after chasing a Hyundai 110 with the number plate P9178 and a brief foot chase through St Peters on Saturday evening. It could not be ascertained whether the police had managed to apprehend a fourth suspect who had been in the pursued vehicle. Police spokesperson Inspector Ricardo Henson could not be reached by phone for comment on Sunday. Information from the Herald indicated that the car chase had begun in the vicinity of Man Chung Supermarket, also known as the Sheik Supermarket on L.B. Scott Road. The vehicle apparaently had been involved in a hit and run accident the day before and the police wanted to stop it in connection with the previous accidnet, but as they approached the vehicle the driver sped off and turned into Messapple Road with the police in hot pursuit. THe car chase continued onto Grapefruit Road, Lemon Road up  St Peters and then unto Genip Road and Marigot Hill Road, where the occupants abandoned the vehhicle and fled on foot. The police managed to detain three of the men, one of whom was in the nearby bushes and one who fled down the street. Shots were fired at on point during the chase. The ambulance Dept. was called to the scene to check on one of the men who had a scratch on his forehead. Several police officers with a number of vehicles were involved.

COLOMBIAN EMERALDS ST MAARTEN TO CLOSE AFTER DECADES IN SXM, BUT IS IT LEGAL?

Colombian Emeralds has always been one of the finer jewelry stores in St Maarten, they have just announced that they will be closing all St Maarten stores, but for the concession stand at the Princess Juliana International Airport. The government is now bringing up questions of legality, considering the fact that not only does Colombian Emeralds have a large group of employees that they will be laying off. In St Maarten law, there are certain guidelines to laying off so many people at one time, and it appears that Colombian Emeralds have not followed the rules when it comes to the proper procedure laying off their employees. In any event, expect large payouts to certain employees who have loyally worked at Colombian Emeralds for decades.
